Abstract

Mazkur maqolada globallashuv va raqamli iqtisodiyot sharoitida oliy ta’lim muassasalarining
raqobatbardoshligini oshirishda xalqaro (QS, THE) hamda milliy reyting tizimlarining institutsional ahamiyati tadqiq
etilgan. Muallif tomonidan qiyosiy tahlil, klasterlash va ierarxik modellashtirish usullari asosida xalqaro indikatorlar bilan
milliy boshqaruv mexanizmlari o‘rtasidagi nomutanosibliklar aniqlangan. Tadqiqot natijasida oliy ta’lim samaradorligini
baholashning “Kirish–Jarayon–Chiqish–Ta’sir” (Input–Process–Output–Impact) tamoyiliga asoslangan integratsiyalashgan
strukturaviy modeli ishlab chiqilgan. Shuningdek, maqolada byurokratik nazorat modelidan natijadorlikka yo‘naltirilgan
avtonom boshqaruv modeliga o‘tish, akademik erkinlikni ta’minlash hamda tabaqalashtirilgan reyting yondashuvini joriy
etish bo‘yicha ilmiy asoslangan takliflar ilgari surilgan. Tadqiqot doirasida O‘zbekiston oliy ta’lim tizimini transformatsiya
qilishning strategik yo‘nalishlari ham asoslab berilgan
