MINTAQAVIY RIVOJLANISH TUSHUNCHASI, MAZMUNI VA TARKIBIY ELEMENTLARI

Mazkur maqolada mintaqaviy rivojlanish tushunchasining nazariy mazmuni va tarkibiy
elementlari ilmiy jihatdan tizimlashtirildi. Tadqiqotda iqtisodiy, ijtimoiy, institutsional, fazoviy, innovatsion,
inson kapitali hamda tarmoq-klaster omillari qiyosiy tahlil qilindi. Tarixiy-mantiqiy, tizimli-tuzilmaviy va qiyosiy
usullar asosida elementlar oʻrtasidagi funksional bogʻliqlikni ifodalovchi konseptual sxema ishlab chiqildi. Har
bir elementga mos indikator guruhlari belgilandi va xalqaro metodologik yondashuvlar bilan uygʻunlashtirildi.
Olingan natijalar mintaqaviy rivojlanishni koʻp oʻlchovli jarayon sifatida baholash, hududlar kesimida
taqqoslashni takomillashtirish va monitoring tizimini izchil shakllantirish imkoniyatlarini koʻrsatdi. Taklif etilgan
tasnif hududiy resurslar, boshqaruv sifati va aholi farovonligi oʻrtasidagi bogʻliqlikni kompleks baholash uchun
ilmiy asos yaratdi. Ushbu yondashuv milliy strategik maqsadlarni hududiy indikatorlar bilan uygʻunlashtirish,
amaliy baholash aniqligini oshirish va boshqaruv qarorlarini dalillarga tayangan holda shakllantirish imkoniyatini
kengaytirdi.
